KAMPALA. The Chief Justice, Hon. Justice Bart M. Katureebe,on Wednesday 05 September, 2018 witnessed the handover of office of the Chief Registrar to the second female judicial officer.
HW Esta Nambayo replaces Hon. Justice Gadenya Paul Wolimbwa, who was appointed High Court Judge.
HW Nambayo, formerly Court of Appeal registrar, received the instruments of office from Registrar, HW Isaac Muwata, who has been care-taking the CR office since May this year.
"I will work with everybody," said HW Nambayo, upon receiving the instruments. "I will promote integrity, accountability, discipline and teamwork. I will also promote a culture of working through clear work plans as well as having in place a clear policy and guidelines on judicial officers' transfers to reduce on the number of complaints."
She will be tracing the footsteps of Hon. Lady Justice Flavia Senoga Anglin, the first-ever female Chief Registrar, who was elevated to High Court judge status some years back.
Hon. Justice Katureebe pledged to fully support the new CR, but urged her to promote teamwork.
"You'retaking up the engine room for the Judiciary. The junior bench still needs a lot of guidance, but sometimes you need to crack the whip," said the Chief Justice,adding that many of the new junior officers do not show as much respect to the senior members of the bench.
"We need to ensure that people do their work. The issue of transfers needs to be handled with firmness, otherwise, most people may not want to be posted outside Kampala."
The Hon. the Principal Judge, Hon. Justice Dr. Yorokamu Bamwine, advised HW Nambayo to work with diligence, hard work and honesty to effectively manage the "very challenging" office of the Chief Registrar. "Keep knocking on people's doors for consultations and we'll always be there for you," he said.
The Hon. the Deputy Chief Justice, Hon. Justice Alfonse Owiny-Dollo, advised the new CR to tap into the wealth of practical experience of the many former CRs who are still in Judicial Service. He said he knows HW Nambayo as a soft-spoken but very firm person.
On his part, HW Muwata said he would continue to diligently serve as a judicial officer like he has done over the past two decades in the Judiciary. He pledged to support HW Nambayo to the best of his abilities.
The Chief Justice appreciated HW Muwata's contribution as caretaker. "HW Muwata did a good job as acting Chief Registrar, although he never got the appointment.For us we are satisfied. Just know that this not the end of the world for you."
Hon. Justice Dr. Bamwine's message to HW Muwata was that promotions come from God. "God has other plans for you. Just know that when he creates opportunities, you will fall in line."
The handover occasion was also witnessed by the Permanent Secretary, Mr. Kagole E. Kivumbi; Registrars: HW Tom Chemutai (High Court), HW Immaculate Busingye(Inspectorate), HW Vincent Mugabo (Mediation/PRO), HW Isah Serunkuuma(Magistrates Affairs) and HW Phillip Odoki (PLS to DCJ).
Others were Commissioner Engineering, Dr. Eng. Christopher Ebal; Mr Patrick Barugahare (PHRO); and Deputy Registrars: HW Boniface Wamala (PLS to CJ), HW Godfrey Opifeni (Supreme Court), HW Agnes Nkonge (Court of Appeal), and Personal Assistants: HW Aloysius Natwijuka (CJ) and HW Timothy Lumunye (PJ), among others.
